My apt. complex is ripping me off with my water bill. Do I have any options?

I currently reside in a small, two bedroom apartment complex in Atlanta, GA. My water bill is about $140 EVERY month. I am flabbergasted every time because I once lived in a big, four bedroom house with 3 roomates in the same city and our bill was never over $40. Plus there are tenants in my complex that pay as low as $16 a month. I spoke with a friend who's a lawyer & was told that NO ONE should be paying that much for water in Atlanta. I've been speaking with the rental office manager 4 almost a year and they tell me I just have to pay it with my rent or get kicked out. I can't afford a lawyer. Do I have any options?
