Ear piercing problem! Need advice / help!?

I got my ears pierced around August last year. The man who pierced it either messed up the piercing or my hole started sagging, because it is so low that hoop earrings just fall out. I have tried waiting for it to close, and it appears to be closed on the inside but it's still visible from the outside. I plan on gauging it, but I believe my ear will rip if I do. I went to the piercer and he said just to leave it and that my ear would be fine if I did gauge it, but I highly doubt it. What should I do? Please help!
