My apt. complex is ripping me off on my water bill. Do I have any options?

I reside in a small, two bedroom apartment complex in Atlanta, GA. My water bill is about $140 EVERY month. I am pissed because I lived in a four bedroom house with 3 roomates in the same city and our bill was never over $40. Plus there are tenants in my complex that pay as low as $16 a month. I spoke with a friend who's a lawyer & was told that NO ONE should be paying that much for water in Atlanta. I've been aggravated for almost a year and mgmt just says pay it with my rent or be evicted. Atlanta Watershed supplies all of the water to Atlanta, but for some reason, this apartment gets water from a company who i've never heard of all the way in Florida with a P.O. Box number as an address. I speak with them and they say nothing can be done. I can't afford a lawyer and I want to move, but I can't afford to. Do I have any options?
